Window xp file rename problem

Window xp file rename problem
whenever he tries to rename any file
gets a warning message saying

If you change a filename extension, the file may become unusable. Are you sure you want to change it?”
Warning can be seen in snapshot below.

This simply happens because when user tries to rename the file when the extensions of file are shown, he/she forgets to give the extension and gives only new filename. This makes the file to become un-recognized by windows (or any operating system).
Let’s see how can we solve it.

Fix:
The solution to this trouble is also very simple, lets see how we can fix it.
Method 1 :
The simplest way to fix such issue is to make the file extensions hidden. When you do that, windows will take care that the file extensions are not changed while renaming the file. To make the file extensions hidden, follow the below steps:

1. Open My Computer, go to Tools > Folder Options > View
2. Check the option “Hide extensions for know file types”.
3. Click Apply and OK.As seen in image below.

source code of the new driver has been reshuffled and compiled

Security researchers have discovered a new variant of the Symantec duqu driver cyberespionage malware that was designed to evade detection by antivirus products and other security tools. Researchers from Symantec announced the discovery of a new Symantec duqu driver, the component responsible for loading the malware's encrypted body, on Monday via Twitter. The driver is called mcd9x86.sys and was compiled on Feb. 23, said MrVikram Thakur, principal security response manager at Symantec. Originally discovered in October 2011, Symantec duqu driver is related to the Stuxnet industrial sabotage worm, with which it shares portions of code. However, unlike Stuxnet, which was created for destructive purposes, Symantec duqu's driver primary goal is stealing sensitive information from particular organizations around the world. The discovery of the new driver is a clear indication that the Symantec duqu driver authors are continuing their mission, said MrVikram Thakur. "No amount of public awareness about Symantec duqu driver has deterred them from using it to accomplish their objective." "I think when you invest as much money as invested into Symantec duqu driver and Stuxnet to create this flexible framework, it's impossible to simply throw it away and start from zero," said Mr.Costin Raiu, director of Kaspersky Lab's global research and analysis team. "We always said that future variants of Symantec duqu driver and Stuxnet will most likely be based on the same platform, but with enough changes to make them undetectable by security software. Indeed, this is the case here."

The source code of the new driver has been reshuffled and compiled with a different set of options than those used in previous versions. It also contains a different subroutine for decrypting the configuration block and loading the malware's body. "We have seen this technique in October 2011, when the Symantec duqu drivers were recompiled and bundled with new encryption subroutines, following the public disclosure," Raiu said. The Symantec duqu driver variant most likely uses a new C&C (command and control) server, since all previously known ones were shut down on Oct. 20, 2011, Mr.Costin Raiu said. However, neither Symantec nor Kaspersky researchers know the exact address of the new server, because they don't have the component that contains that information. "We do not have the full Symantec duqu driver body, only the loader in the form of the driver. The loader does not contact the C&C directly, it only loads the main body which is stored in encrypted form," Mr.Costin Raiu said. Even if the new server would be known, it would probably be configured in a manner that it wouldn't allow anyone to get too close to the real attackers, MrVikram Thakur said. The Symantec duqu driver authors are confident that the malware will remain non-attributable, he said. The organizations targeted by the new version are also unknown at the moment, but they're probably the same ones as in previous variants, Mr.Costin Raiu said.

display notification messages on device

Locate my Laptop (Windows 2000 and newer only) requires you to download and install a small software which installs in stealth mode - you'll never see it. To manage your registered laptop, you need to go to website www.locatemylaptop.com from any computer and sign in to your account. Locate my laptop is free for the most part - a free account lets you locate a single laptop on Google Maps. The only time you're really charged (3 U S dollar per month) is when you need to use the service to remotely shred/wipe your data or get assistance from them to recover your Laptop - but the paid plan can also be activated in the event that your laptop gets stolen - the small price you pay is well worth the added benefit. The paid (platinum) plan also lets you connect and track multiple computers from a single account.
Similar Application Find my Mac is an OS X Lion-specific service from Apple company that uses iCloud. When you setup iCloud on your Mac device, it automatically gives you the option to enable the Find my Mac service. Location services have to be enabled so that the location of the computer can be tracked accurately. In case of loss or theft, head to website www.icloud.com, login with your Apple ID and password it will display your device location on a map (it needs an internet connection). Select it, and you get the option to play a sound, send a notification message or remotely lock or wipe data from the drive. Keep in mind that once remote wipe is performed, your data is not recoverable and the computer cannot be located using iCloud again. You can also use the Find my apple iPhone application on iOS devices to locate, remotely lock or wipe your Mac.

Find My Apple iPhone not only works with the Apple iPhone, but also with the Apple iPod Touch and the Apple iPad. The free app requires you to have iCloud setup on your device with location services switched on. Head to website www.icloud.com and sign-in with your Apple ID. The page will show you the list of devices associated with your Apple ID and their location on a map. You can remotely lock them, wipe data, play a sound on the device and display notifications on it (the devices should be connected to the internet). If you cannot access a browser, you can perform the same actions through the same application on any other Apple iOS device.
Avast Company offers possibly the most complete all-in-one security solution for google based Android devices and that too for free! It includes an antivirus scanner that scans local files and warns of malicious URLs, a built in app advisory (scans for apps with malicious intent), SMS & call filtering on your mobile, SIM change notifications and a complete anti-theft and mobile tracking service. A handy feature of the applicationis remote SMS commands - in case you can't find your device, you can trigger a siren, remotely lock or wipe your data, display a notification or locate your device on a map - just by sendind an SMS to it with the correct keyword. The application hides so that it cannot be easily uninstalled.
On your smart Windows mobile Phone, go to Settings, tap on Find my Phone and check the options that say 'Connect to these features faster' and 'Save my location every few hours'. Although this mobile consume a bit more battery. it allows for more precise tracking of your phone's map location. When lost, head over to website www.windowsphone. com and sign-in using your Windows Live ID. Go to My Phone > Find My Phone and from here you can map your phone's location, make it ring, lock it with a password, display a notification on it or erase the content remotely.

Avaialble as a free download from BlackBerry mobile App World, BlackBerry mobile Protect not only keeps track of your mobile phone's location, it also backs up settings and all your mobile data to the cloud. If you lose or misplace your mobile phone, go to website http://in.blackberry.com/protect and log-in with your Black-Berry mobile ID. Now from the browser, you can make the mobile phone ring at full volume or see its location on a map. You can also lock the mobile phone with a password or delete all the mobile data. As an added bonus, BlackBerry mobile Protect makes it easy to switch from one BlackBerry mobile phone to another. Download and sign in to BlackBerry mobile Protect on your new mobile phone and it will automatically sync mobile data associated with your ID to the new mobile phone.
What started off as a Windows-only open source technology experiment has now grown to support computers running Apple Mac OS X and Linux plus mobile phone devices running google Android or Apple iOS. Depending on whether you want to use it on a laptop or smart mobile phone/tablet, you can trigger specific actions either by sending an SMS or by sending a online command over the internet. On a computer, you can remotely grab a screenshot, use the webcam to take a photo of the thief or hide your valuable data. On a smart mobile phone, you activate Prey by sending an SMS. Then you can remotely track, lock, sound an alarm or display notification messages on device.

How To Book Air India Tickets on Mobile Phone

How To Book Air India Tickets on Mobile Phone

AirIndia on Tuesday launched mobile phone booking facility service for buying and paying for domestic air tickets using NEW smart mobile technology, an airline official said. Now a customer can book and buy an Air India domestic travel ticket through the mobile phone, using a one-time downloadable air india Ngpay software. Payments can be done through bank credit/debit cards/net-banking through the mobile phone itself. "The facility primarily helps passengers from tier-II and tier-III cities where the internet facility may not be readily accessible. High-flying executives can make tickets bookings, in between meetings, on the go or the tech savvy generation who are comfortable with eCommerce online technology," said the Air India official. For the ordinary citizen, passengers the new facility essentially means 'going' to an Air India booking counter or office through the mobile phone and purchasing an Air India ticket.

Passenger needs only to sms 'ngpay' for software to 56767 and download the free Ngpay software from ngpay.com on his GPRS enabled mobile phone device. The software takes up between 65 to 80 kb space on mobile, depending on the instrument technology. The process of tickets booking and payment for a particular flight is menu driven and extremely user friendly, the Air India official said. The moment tickets booking and payment transaction is complete, the customer is informed about the ticket by two means -- sms: with details about the booked sector with airflight number and reference i.e. PNR and an Itinerary Ticket Receipt (ITR) through the e-mail. The passenger not having a hard copy of the Itinerary Ticket Receipt, may report at the kerbside counter of Air India office with the sms detail, along with a photo ID proof, for taking a copy of the Itinerary Ticket Receipt to enable him/her to enter the airport.

Apple Configuration tool for managing various Apple iOS

NEW Apple's inc (usa) company iPad arrived on monday and will almost certainly start showing up in the work place this month. While this month's buzz has been mainly focused on New Apple's iPad tablet, New Apple's iPad release was just one of several moves the company has made in the last fifteen day. Consider that before the Apple's inc iPad even hit store shelves, Apple inc company had pushed out iOS 5.1; unveiled an updated version of the iWork suite in the market; rolled out a slick Apple iOS version of Apple iPhoto; and released the new Apple Configuration tool for managing various Apple iOS devices in various business and education settings. With the Apple iPad now the de facto tablet for business and the Apple iPhone increasingly being seen as the business choice in a post BlackBerry mobile world, these new offerings from Apple inc will affect companies of all shapes and sizes. Here's a look at some of the cross currents likely to play out for InformationTechnology shops as new Apple iPads show up in the hands of workers.

New Apple iPad's features and specs are arguably more in line with consumer use than technology business. The retina device display and graphics performance are notable improvements, but their biggest device impact will be on uses like gamming and video. That isn't to say that business users won't see benefits. Reduced eye strain, greater readability of text and an overall improvement in graphics capabilities will benefit every Apple company iPad user in some way. But they don't offer direct business or productivity gains compared to the previous generation of Apple iPads -- except for a handful of professionals, including those in creative, innovative design and other media jobs. The improved graphics and video capabilities may make the Apple iPad more suited to on-the-go media work. That very point -- that the Apple iPad is indeed useful for content creation -- was highlighted at last week's Apple iPad unveiling. The improved graphics capabilities may also bolster the use of Apple iPads in healthcare sector. Although the new Apple model's display can't yet compete with top-end radiology and medical imaging workstations, the higher resolution -- 2048 by 1536 pixels display-- may make it even more attractive to the industry. Though the display resolution may be lower than a dedicated work station, it's still more advanced than any other company tablet on the market and higher than that of most notebooks, PC or Apple Mac.

Similar advantages will play out in device architecture and design. While the Apple iPad isn't a full-fledged PC (or Mac) replacement in these fields, the improved display will be useful as a presentation device and will further the existing Apple iPad's capabilities of instant collaboration during planning or design meetings. Although the Apple iPad isn't a dedicated videoconferencing appliance, the improved 5 mega pixel rear-facing camera could be useful for those workplaces that rely on either Apple's Face Time or multi platform online video-chat solutions. (The front-facing camera doesn't appear to have changed from the previous model.) If there's a single feature in the Apple new iPad that makes it a better business tool in the market, it's the dictation capabilities Apple added to the virtual keyboard. These are the same capabilities (sans Siri) available on the Apple iPhone 4S, and, for many users, they may prove to be a better option than using the Apple iPad's keyboard on-screen, particularly when entering a lot of text.

With Apple still selling the Apple iPad 2 for Price dollar 399, businesses now have more flexibility when purchasing Apple iPads in quantity. In the absence of any further discounts from Apple inc, the dollar 100 price difference between a new Apple 16 GB model and the Apple 16 G B iPad 2 means that a company buying five of the older models is essentially getting a sixth free (compared to buying the new Apple iPad).

business solution would set thresholds for all critical inventory

I was party to an interesting technology debate on some of the woes faced by the manufacturing sector in india. This was at the recently held PCQuest SMB Forum in Delhi india, which was attended by the directors and InformationTechnology decision makers of mid-sized enterprises in india. The key issue was about implications of a missing component in a production line in sector. What do you do when in the middle of a production process (manufacturing), you suddenly discover that one component is missing? This happens despite having an inventory management solution in place. The production comes to a stand still because the product can't be completed till the missing component is made available. On top of that, what if the missing component is something you import from a supplier sitting abroad, so buying a similar component from a local manufacturer may not be feasible because you're not sure of its quality. You're essentially stuck. It delays production, you loose money because your manpower is sitting idle. Your customer is unhappy because his shipment will be delayed. The debate was on whether and how InformationTechnology could have helped the company in such a grim situation. Responses started flying from everywhere, audience and speakers/panelists alike. One immediate response was to implement a business intelligence solution.

This would give you early warnings about product inventory status. The business solution would set thresholds for all critical inventory, so the moment anything goes below a certain level, it raises an alarm so that you can make provisions for it. But even more important than having a BI tool in this situation is to regularly update all records. There's no InformationTechnology solution on Earth that can help you if you don't do that. As somebody pointed out during the debate, InformationTechnology would simply be 'garbage in, garbage out', if the inventory is not updated on a daily basis in this situation. So the bottomline is that InformationTechnology can help resolve a lot of business challenges faced by SMEs, but it needs to be driven from the top. There has to be an InformationTechnology champion who can bridge the gap between InformationTechnology and business, and not merely do routine jobs like setup systems, troubleshoot networks, etc. Our cover story this time looks at six key industry clusters in India, how they're doing, some of the business challenges they face, and possible InformationTechnology solutions to their problems provided by a few InformationTechnology vendors. We hope to continue the trend as we step into a new financial year, so do tell us about your business challenges and we'll try to provide possible ways that InformationTechnology could resolve them.

Dubai and the Middle East market

Nokia Mobile Manufacturer company plans to launch a 41 megapixel camera mobile phone in the Middle East market - but consumers face a longer wait before being able to buy 41 megapixel camera smart mobile phone eagerly anticipated Windows Phone. The Finnish Nokia company said the Nokia 808 Pure View phone will be available in the Middle East region by the end of June, priced at about United States dollar 600 (Dh2,203). The handset - which runs on Nokia's company existing operating system - is the world's highest resolution camera smart mobile phone, with a Carl Zeiss lens. "It will bring a professional-like imaging performance into your pocket," said Mr.VesaJutila, the head of smart mobile phones product marketing at Nokia. "Taking photos is one of the most frequently used features in the mobile phone," Mr VesaJutila said. "41 megapixel`s camera particularly true here in the Dubai and the Middle East market." Nokia company has faced tough competition from rival mobile brands Apple INC and phones running on Google's Android operating system. In a bid to stem its declining mobile phone market share, Nokia last year announced plans to incorporate Microsoft's Windows mobile Phone operating system into its high-end smart mobile phones. The company is rolling out this range - dubbed the Lumia - in the United States, with plans for other markets such as China. But Nokia said it was not yet ready to launch its Windows Phone range in the Middle East market. "We will launch when it's a market-beating proposition," said Mr.TomFarrell, the company vice president of Nokia Middle East, in reference to the Windows mobile Phone handsets.

Mr.TomFarrell said three factors must be addressed before the mobile launch of the devices in this  Middle East, region. "Today, Windows based Phone does not support Arabic language. So we won't launch until we have Arabic for the Middle East market," he said. "We want to build up local content for application with the Windows mobile Phone. [And] we want local service operators, local retailers and local partners to launch with company." Nokia is the world's number-one manufacturer of mobile phones. However, it is suffering from tough competition in the lucrative smart mobile phone sector. Its share of that market - which is currently led by Apple inc phone - stands at 12 per cent, having declined from 28 per cent in 2010, according to IDC. Mr.TomFarrell said Nokia company had seen growth in the number of applications downloads in Middle East region. "In the GCC area, it's for million [application downloads] per week, and we've seen 280 per cent growth year on year," Mr.TomFarrell said. "The Nokia store in Saudi Arabia has crossed the 100 million cumulative app download thres hold. "That puts us in the top ten in Nokia globally." Mr.TomFarrell added that social networking and communication applications were the most popular in Middle East region. "It's mostly around social applications, social networking, online video tutorial, chat and some religious applications," Mr.TomFarrell said.

Liferay . Mozilla’s Firefox browser also offers a yahoo

Global web Leader Yahoo announced Thursday that it will implement a ‘do not track’ tool on its global network. The tool will include Yahoo’s website as well as its Right Media and Interclick properties. “With this new feature, Yahoo! Company continues its leadership in privacy innovation while continuing to create technology the free online services consumers demand that are made possible through advertising,” Yahoo wrote in a release.

The release gave few details about the new tool, saying that it will be accessible by the early summer, and that it will “provide a simple step for consumers to express their ad targeting preferences on web” to Yahoo. The implementation of “do not track” tool has been a hot topic of discussion recently. Both the White House and the Federal Trade Commission USA say they want to work with the advertising Market to implement voluntary options for consumers to decide whether or not to participate in third-party data collection for advertising purposes. Some lawmakers have proposed legislation that would mandate the addition of a “do not track” yahoo tool for online advertising, but critics have said that the government should be careful about requiring the tool when some companies are already taking steps voluntarily.

In February, when the White House USA released its report on privacy, Google INC confirmed that it will put a “do not track” yahoo tool button into its google Chrome browser, which is currently the fastest-growing browser on the market. Mozilla’s Firefox web browser also offers a yahoo “do not track” option, as do Microsoft’s Internet Explorer and Apple’s Safari browser. “Do not track” headers tell advertisers that have agreed to participate in the program that those Website surfers do not want to have third-party companies track their online activities. Not all advertisers have agreed to abide by those requests. FTC chairman Mr.JohnLeibowitz said in testimony before the House commerce committee Thursday that consumers “should have” control over which cookies are put on computers, which, he noted, “are personal property.”

Canadian company has long dominated the corporate

Struggling Black Berry mobile maker Research in Motion Ltd said Thursday that it will cede most consumer markets after failing to compete with flashier touch-screen mobile phones such as Apple’s iPhone and models that run Google’s Android mobile software. Instead, Research in Motion Ltd said it will return to its roots and focus on business customers, many of whom prefer BlackBerrys for their security. Research in Motion Ltd has had limited success trying to enter consumer markets in recent years, and Research in Motion Ltd CEO MrThorsten Heins said a turnaround required “substantial change.” “We plan to refocus on the enterprise business and capitalize on our leading position in this segment,” Heins said. “We believe that BlackBerry cannot succeed if we tried to be everybody’s darling and all things to all people. Therefore, we plan to build on our strength.” Also Thursday, RIM said former co-CEO Jim Balsillie has resigned from its board. David Yach, chief technology officer for software, and Jim Rowan, chief operating officer for global operations, also are leaving in a management shakeup. The Canadian company has long dominated the corporate smart mobile phone market, with its Black Berry mobile known for their security and reliability as email devices. President Barack Obama even refused to part with his BlackBerry after he took office. Research in Motion Ltd has sought to expand its appeal to consumers, but it has had trouble because the phones aren’t perceived to be as sexy as its chief competitors. Research in Motion Ltdhas been counting on improvements with its forthcoming Black Berry mobile 10 system, but that has faced multiple delays. Black Berrys Research in Motion Ltd also lag Apple iPhones or Android phones when it comes to running third-party applications.

For that reason, Black Berrys are even losing ground in the business world, as employees demand Apple iPhones or Android devices over Black Berrys. Apple sold 37 million Apple iPhones in the last three months of 2011—more than what RIM shipped in the past three quarters combined. RIM shipped 11.1 million BlackBerrysResearch in Motion Ltd in the latest quarter, which ended March 3. Researchin Motion Ltd also bombed in its efforts to produce a tablet computer to compete with Apple’s iPad. Among other things, the PlayBook received negative reviews because it launched without an email program and the popular messaging service BlackBerry Messenger. In December, the tablets that originally cost dollar 500 were selling for dollar 200, below the cost of making them. Black Berry mobile RIM said it was exploring partnerships and other opportunities for its existing consumer business to focus on the corporate customers. “We can’t do everything ourselves, but we can do what we’re good at,” MrThorsten Heins said. Asked about a possible sale of the company, MrThorsten Heins said “it is not the main direction we are pursuing right now.” MrThorsten Heins, who took over the company in January, made the remarks during a conference call after RIM announced quarterly results that fell short of Wall Street expectations. Net loss was dollar 125 million, or 24 cents a share, in the fiscal fourth quarter. This compares with dollar 934 million, or dollar 1.78 per share, a year ago. After excluding one-time items, adjusted income was 80 cents per share, a penny short of expectations from analysts polled by Fact Set. Revenue fell 25% to dollar 4.2 billion from dollar 5.6 billion. Analysts were expecting dollar 4.5 billion. For the full fiscal year, Research inMotion Ltd earned dollar 1.2 billion, or dollar 2.22 a share, on revenue of dollar 18.4 billion. That compares with net income of dollar 3.4 billion, or dollar 6.34 a share, on revenue of dollar 19.9 billion in fiscal 2011.

India had suggested moving fixed line numbers

CDMA mobile Phone subscriptions growth slowing, the Department of Telecom India is planning to allow GSM company to share the mobile phone number series starting with 92 and 93. At present, the 92 mobile phone number series is used by Tata Teleservices company and the 93 series is used by Reliance Communications company for CDMA mobile services. Under a new numbering scheme proposed by the DoT, all fixed line phones number will start with digits 2 and 4 only. This means phone numbers starting with 5, 6 and 3 will be shifted in a phased manner. Currently, fixed line tele phone number series starting with 3 is used by phone subscribers of Reliance Communications company, 6 belongs to Tata Teleservices company and 5 has been allocated to HFCL and Sistema Shyam company. While the phone number series starting with 2 is currently exclusively used for phone subscribers of BSNL and MTNL, Bharti Airtel users are on the series starting with 4. But the DoT reckons that there is enough capacity on these two number series to accommodate all the other operators. This is being done to free up numbers for the growing GSM phone number subscriber base. The current numbering system was designed for 750 million connections. The numbering system was supposed to last till 2030, but it came under severe strain with mobile numbers crossing the mark in year 2OO9 itself. The new proposal is expected to free up over 2,700 million new phone numbers.

The Telecom Regulatory Authority of India had suggested moving fixed line numbers to a 10-digit series. But the DoT has rejected this proposal on grounds that it would require a lot of changes in the fixed-line exchanges in india, in the way calls are routed, and also in the billing software. The Department has now sent its plan to the Telecom Regulatory Authorityof India for comments.

Android upgraded smart mobile phone JOB

Some times you said to be work job juggling between work and a family or between jobs. For tech addicts, there's juggling of a different kind. You flip out your Apple iPod when you want to listen to your favorite Adele track. Your turn to your latest Android upgraded smart mobile phone to share that hilarious joke with your best friend or family friends. And, at the end of the day, you probably put on your geeky glasses and power on your monochromatic Kindle to finish the last bits of that Holmes' mystery you started reading last night. As far as media consumption is concerned we have certainly come a long way since just reading the morning news paper and watching the Sunday morning Durdarson Chitrahaar on TV. We are becoming increasingly hungry for any kind of information, knowledge or entertainment that comes our way. But do we really need as many devices to be clued in to what goes on around the world? Or can we just turn to the cloud?

Software like iCloud (cloud computing) or even Amazon tablet Kindle let you access your data across platforms, as long as you are connected to the Internet. Music services like Grooveshark, SoundCloud or even Google Music (which is yet to make its debut in India) take away your Mp3 Music blues and stack it away in the Cloud (cloud computing). More and more people are switching to Google Documents or `Documents To Go` (cloud computing) to save themselves the hassle of worrying about which format their Microsoft INC Office Word Document is saved as and whether it'll be compatible with the earlier versions. It's not just businesses but individuals who are enthusiastically opting for the cloud (cloud computing) and this reflects in companies starting to launch everything cloud-enabled (cloud computing) - from printers to cameras to storage devices. If they've jumped onto the bandwagon, what are you waiting for?

US mobile users can claim up to dollar

Mobile Phone marketing Telecom Regulatory Authority of India has disconnected 22,769 mobile connections for sending unsolicited tele marketing SMS or call. The Telecom Regulatory Authority of India has also imposed penalty on 94 tele marketing companies for violating the rules on commercial mobile calls and SMS. 4 tele marketing firms have been blacklisted in india. The Telecom Regulatory Authority of India has taken action in line with the new regulations on tele marketing calls that had come into force from September 27, 2011. As per the provisions of this regulation, consumers who do not wish to receive unsolicited commercial mobile call or SMSes have to get registered on National Customer Preference Register. As on March 29, a total of 161.66 million mobile customers have registered their preference on National Customer Preference Register. If unsolicited commercial Mobile calls and SMSes are sent from individual numbers, notice will be served to the Mobile customer and his number will be disconnected on second violation. Accordingly, 36,156 subscribers have been issued notices. Telecom Ministry of India and the Telecom Regulatory Authority of India have been trying to deal with pesky Mobile calls for a while. But every time a regulation is put in place, tele marketing firms find a way to circumvent the system. It started with the ‘Do Not Call' registry, which turned out to be a complete failure, as most tele marketers refused to get themselves registered with the Department of Telecom neither didthey scrub numbers with the registry before Mobile calling. Telemarketers now send SMSes in the guise of commercial Mobile messages (like the updates sent by your bank, travel agent or service provider Mobile) since this category does not come under the purview of regulations. The policy has, therefore, been tweaked and re-tweaked a number of times over the past few years in a bid to plug all the gaps. Globally, too, Telecom Regulatory Authority of India are struggling to break this nexus but have had limited success. One big reason for this is the availability of alternate technologies that enable tele marketers to override regulations (Telecom Regulatory Authority of India).

For instance, when the Telecom Regulatory Authority of India introduced the ‘100 Mobile SMSes per day' cap in an attempt to put a squeeze on spam Mobile messages, telemarketers started routing the Mobile SMS through international gateways. The Mobile SMSes are sent through overseas operators that do not come under Telecom Regulatory Authority of India purview and, therefore, there is no fear of being blacklisted or penalised. In countries like the US, mobile users can claim up to dollar 1,500 if they get an unsolicited tele marketing Mobile call. Another way of compensating users is to offer them a price per minute value for listening to tele marketing calls. A paper presented by professors at Yale Law School argues that such a “name your own price" mechanism could be easily implemented new technologically by crediting consumers' mobile phone bills or pre-paid cards. This system gives the consumer the option to authorise intermediaries to connect mobile calls that meet their compensation demand.
