Unless Heins has a big surprise up his sleeve at this year's Black Berry mobile World, held next week in Orlando, Florida, analysts expect him to focus on products and services already in market. Most of them have so far failed to capture the imagination of investors or consumers. "It's too early in RIM's strategic review process to announce one particular strategy," IDC analyst Kevin Restivo said. "However, Heins would be wise to provide any kind of news to help staunch the bleeding." Restivo expects RIM to tout any progress it's made in attracting developers and possibly announce a PlayBook that connects to cellular networks. That would make the 7-inch tablet more portable and give carriers an incentive to promote the device.

Presentation delayed
BlackBerry World - which brings together several thousand RIM partners and customers - was once a must for financial analysts. But this year few are making the trip, in part because RIM has broken with tradition by cancelling a specific presentation for them. Instead it delayed the briefing until the next-generation BlackBerry 10s are on sale, sometime later this year. In the year since RIM's last Orlando conference, the company has issued a string of disappointing financial results, suffered an embarrassing global network outage and watched its share price tumble by 75 percent. Lazaridis and Balsillie quit under pressure in late January, replaced by Heins, a former Siemens AG executive who ran RIM's hardware business for several years. "Expectations are so low I don't think it's possible to disappoint investors," said National Bank Financial analyst Kris Thompson. "The conference isn't for investors anyway; it's for customers, developers and partners." Thompson said RIM may use the event to introduce a marketing chief, which he said was long overdue. RIM is also seeking a chief operating officer. "The company needs to display confidence and staying power at the show to keep this constituency loyal until the BlackBerry 10 smartphones are launched," he said. Other RIM watchers privately pointed to subdued comments from a major investor and new board member last week as a hint not to expect much. Prem Watsa, who joined RIM's board in January's reshuffle, said that a turnaround could take three to five years.

Looking ahead
The BlackBerry 10 devices will be RIM's first smartphones to make use of a hardy operating platform from QNX Software, an Ottawa, Ontario-based company that RIM acquired in 2010. RIM's first test of QNX was its PlayBook tablet, which has languished on store shelves since its launch a year ago. The company is eager to get software developers to build PlayBook applications that could then populate an app store for the new phones. VoIP that runs on GPRS (mobile data service on 2G or 3G


The increasing use by terror group Lashkar-e-Taiba of Voice over Internet Protocol (VoIP) for communication, and its impenetrability, is proving frustrating for Indian intelligence. In fact, Lashkar supreme commander of operations, Zaki-ur Rehman Lakhvi, who is in a Rawalpindi jail, has been networking using a private VoIP on his smart phone with Lashkar cadres. "Lakhvi's compound serves as Lashkar's alternative headquarters," a top intelligence source told TOI. It was his imprisonment, sources said, that stopped Lashkar cadres from using emails and phones and restrict communication to VoIP. VoIP is a technology that delivers audio and video messages over the internet. It's distinct from phone as it converts audio signals into binary data. VoIP also allows encryption of data, which makes it difficult to decode messages. Senior intelligence sources in Kashmir told TOI that Muridke (Lahore) based Lashkar known for using technology more than any other terror group in Kashmir, has its own private VoIP, Ibotel, to communicate with its cadres in Pakistan and Kashmir.

Ibotel, Lashkar's exclusive VoIP that runs on GPRS (mobile data service on 2G or 3G cellular communication system), was created by Lashkar's own tech team. The group began recruiting technicians, engineers and information technology executives almost a decade ago to intensify its operations across India. Lashkar, which is headed by Hafiz Saeed against whom the US recently announced a $10 million bounty for his alleged role in the November 2008 Mumbai attacks, started using VoIP as soon as the technology became common in early 2000s. Lashkar's handlers used VoIP during the Mumbai attacks, intelligence sources said. "Earlier, we could intercept conversations on phone or locate Lashkar cadres based on their IP addresses through their emails. But now we're finding it tough to gather intelligence because Lashkar men hold audio or video conferences using private VoIP," said intelligence sources.

"It's difficult to track their locations. And even if we know their IP addresses and the time and date of their audio or video calls, we remain technologically handicapped because we can't intercept what transpired between them," said a senior government official. "There may not be more than 50-odd Lashkar men. Yet, they are a threat because they have the ability to strike in the Valley or other parts of the country. We need to catch up with the technology to hunt them down," said a senior J&K police officer. An intelligence officer in New Delhi said the problem was not India specific. "Other countries are also unable to intercept the contents of VoIP messages. The only way to do it is to gather basic intelligence, zero-in on suspected email addresses used for VoIP conversations, and get to the mother servers for a search under Mutual Legal Assistant Treaty (MLAT)," he said.

US Government permission to look at people's documents


Search giant Google's new consumer service that allows users to store photos, videos, and other digital files in the Internet 'cloud', could allow US law enforcement agencies to access your data, without your knowledge and without the need for a warrant, an expert has claimed. David Asprey, the inventor of one of the first cloud computing services TrendMicro cloud evangelist, said that the terms of use of Google Drive "destroys any expectation of privacy because you license your data to a third party". "You give Google full right to do whatever they want to do with your data and of course one of those things is to give your information to law enforcement without a subpoena," news.com.au quoted Asprey, as saying. "By signing up to Google Drive, users give the tech giant a global license to use, host, store, reproduce, modify or create derivative works and to publish, publicly perform and distribute that content," he added.

Asprey said the new terms of service extended the reach and power of the Patriot Act - which was passed shortly after September 11, 2001, giving the US Government permission to look at people's documents without their knowledge or permission. Meanwhile, Google said they comply with US laws and legal processes 'just like any law-abiding company'. "We have a track record of advocating on behalf of user privacy in the face of law enforcement requests (including but not limited to US Dept of Justice subpoenas)," Google said in a statement. "We look at each request to be sure they adhere to both the letter and the spirit of the law before complying. We do our best to notify the subject named in any such requests in order to give them the opportunity to object," it added.

Indian electronics goods industry is at best a ragtag bunch of businesses


India, to woo investors. In the Indian defence sector, for example, foreign companies are bound by what are called offset obligations, which require them to procure a part of the equipment from local suppliers. The aim is to boost the domestic arms industry. Now, the government has taken the same approach in electronics goods, quietly tweaking its earlier policies for the segment. The welcome mat is a procurement budget for 30 big-ticket government projects -- each worth a billion dollars and at various stages of launch. This is besides routine orders. Taken together, the total orders are estimated to be worth nearly $50 billion a year. Massive? It sure is. Problem is the government will only pick domestically manufactured electronic goods for these projects, according to a recent cabinet decision. The government has in effect asked global hardware makers to set up shop in India quickly. At first glance, electronics manufacturing in India has finally got a boost after years of neglect. The lion's share of electronic products that India consumes is imported.

The Indian electronics goods industry is at best a ragtag bunch of businesses providing value - that too, a mere 5-10 % - to the imported goods. Indians are suckers for these goods thanks to the increase in their disposable income. The total demand for electronic goods is projected to reach $400 billion by 2020. But it is unlikely that India's electronics import bill, which now stands at $45 billion, will keep pace. This difference, it turns out, was both a wake-up call and trigger for the government to come up with a new policy for the electronics goods sector. To make the 'Made in India' cut, the value addition has to be 25% in the first year and 30% in the second year. Currently, electronics giants such as Samsung, LG, Dell and HP import 90% of hardware parts. The value addition in electronics is a mere $2 billion and the government expects a significant jump in future.

First reaction
The question is will foreign companies play ball? Most companies are disappointed with the new government policy. They wanted a tax incentive-led manufacturing ecosystem to shift manufacturing bases to India. Representatives of electronics hardware manufacturers who ET spoke to said it's impossible for any player to jumpstart the way government wants. "In the long run, the policy will give more opportunities for investment in manufacturing. But companies have reconciled to the fact that 25% value addition in the first year is not possible, not even for competitors," says Alok Bhardwaj, senior vice-president of Canon India and president of IT and electronics hardware manufacturers' lobby, MAIT. He claims the government has no option but to procure the same way as it does now, at least for a few more years. But government officials don't buy this argument. "This is an industry where 100% FDI is allowed. If established players hesitate, new ones will set up shop. The government procurement will be worth thousands of crores of rupees, and no one can afford to ignore it," a senior official of department of information and technology said on the condition of anonymity.

Procurement pie
So will the procurement kitty do the trick? The government , which unveiled an ambitious manufacturing policy looking to create 100 million jobs in 10 years, is confident the lure is too big to overlook. The annual procurement budget of ministries and companies they run was a staggering 11 lakh crore in 2010 - comparable to the GDP of nations such as Finland and Chile. That's not all. The so-called government electronics mission projects, which will be rolled out over the next 10 years, also have the potential to benefit hardware makers significantly. The National Optical Fibre Network project, for example, is worth Rs 20,000 crore. The project, which the cabinet approved four months ago, aims to provide broadband connectivity to panchayats so that banking and health services can be accessed online. Similarly, National Knowledge Network, a high-capacity infrastructure project to connect education and research institutes, will spend Rs 6,000 crore in 10 years. These apart, there are also 'missions' such as the e-district programme, IT component of National Rural Health Mission, UID programme and National Population Register, among others. In the near future, government spending on electronics products is expected to rise further. LED and LCD TVs have are common sight in the cabins of high-ranked bureaucrats and ministers. The government's preferential procurement policy will also include all electronics products with security implications.

Industries not on board While approving the policy, the cabinet was clear that it complies with India's commitment to the World Trade Organization (WTO). India is not a signatory to WTO's government procurement agreement. That gives New Delhi room to prefer domestic hardware makers over importers. Federation of Indian Chambers of Commerce and Industry secretary general Rajiv Kumar, however, says that the government's push will work. "It is an impetus both for current manufacturers to increase value addition and for new players to begin afresh," he says. Yet, the government may still not have its way. WTO rules also say no country can impose duty on import of electronics products. As most of the high-valued components are small in size, it makes economic and logistics sense for global hardware makers to ship components from select locations rather than manufacture it in India. And given the possible non-availability of domestically produced electronics products at least in the first couple of years because of the delays in setting up shop, introduction of the policy may dilute its vision, says a government official connected to the policy. Ministries and departments may be given a free hand to choose the items for which they want to apply this policy. "But once a department chooses an item, it has to procure at least 30% of that item domestically," said the official.

In some products, there is already value addition in India. In the case of batteries, 40% of value addition is happening in India. "But every brand has 40% value addition in batteries. Where is the comparative advantage for anyone?" asks Bhardwaj of MAIT. For electronics makers, the challenge is not just to convince their global boards to establish facilities in India , but also to convince their suppliers to do the same. Dell, for example, recently conducted a survey among 35 global suppliers. Half of them said they had never considered India for investment. And those who were toying with an idea to establish facilities in India are mainly driven by a stable tax regime, opportunities for sales within India and possibility of realising operational cost savings among others, says the company's internal survey report. "Preferential market access policy is unique in itself. It is unviable due to lack of a robust component manufacturing ecosystem in India. The government should instead attract investments by announcing an incentives scheme and reducing the impact of taxation," says Chetan Krishnaswamy, director, corporate affairs, Dell India. A Samsung spokesperson declined to comment. Despite the attractive and unavoidable shades of the policy, manufacturers may still not play ball in all categories. "The computer-monitor market has been stagnant for quite sometime. Why will manufacturers then set up factories here? But one can increase value addition in PCs and printers where there has been a robust market," says a senior executive of an IT hardware manufacturer.

Political drivers For its part, the government is not driven by economics. There is a political angle behind its move. To create 100 million jobs in 10 years, the government aims to increase the share of manufacturing sector to 25% of GDP. With land acquisition becoming increasingly difficult and prices of industrial land escalating, the government has no option but to look for those manufacturing units that do not need huge tracts of land. It is easy to see why electronics manufacturing, which needs power and high-quality water but little land, has become the government's focus area. Without the headaches and the potential of job creation, a successful rollout of the new manufacturing policy will be a big help in the 2014 general elections. Ajay Shankar, member secretary of National Manufacturing Competitiveness Council, a government-funded think tank, agrees that the electronics procurement policy is linked to the government's new manufacturing policy. "Yes, employment generation is the basic thrust of the manufacturing policy," he says. But in its enthusiasm to create jobs, the government may have come up with another hurriedly prepared policy. The industries are not on board. That puts a big question mark on the policy's success.

Law enforcement agencies need to quickly scale up capacity to fight cyber crimes as the dimensions of security problem increase manifold in the online space, the Home Minister, Mr P. Chidambaram, said today. “We have taken numerous steps to protect the physical infrastructure...I think all that we have done to protect the infrastructure in the physical space seems to be a lighter task than when we face threats that have been outlined in the cyber space,” Mr Chidambaram said while launching a report on cyber security prepared by software industry body Nasscom.
Security problem
He said the dimension of the security problem “grows manifold in crimes on cyber space” with offences such as identity theft, hacking, financial fraud, child pornography and corporate espionage. “From a national security point of view, this is an important report and law enforcement agencies should quickly scale up their capacity to deal with these new crimes,” Mr Chidambaram said. The report titled ‘Securing Our Cyber Frontiers’ prepared by Nasscom and Data Security Council of India suggested setting up a national structure for cyber security, which would clearly define the roles and responsibilities of stakeholders.

National threat intelligence centre
It has also recommended establishing a National Threat Intelligence Centre, which would integrate all the existing information sources. Mr Chidambaram said some of the recommendations overlap with several ongoing initiatives of the Government. “Discussions have been held and we are on advanced stage of creating a national structure for cyber security. We are also thinking of setting up a National Threat Intelligence Centre. “Needless to say capacities have to be built in the various law enforcement agencies in cyber crime investigations and cyber forensics. We have to build lawful interception capabilities,” he added. Nasscom also recommended creating and maintaining an inventory of critical information infrastructure. The work is underway to “prepare inventory critical information infrastructure...testing labs for accreditation of ICT products are also being set up,” the Minister said. Other recommendations by Nasscom include designing and implementing a competency framework and setting up a Centre of Excellence for best practice in cyber security. Besides, it has suggested establishing a cyber command within the defence forces.

While the sleek, look-good-feel-good products were initially launched to feed consumers' desire for innovative form factors, P Computer makers are finding that demand from commercial enterprises are higher. “Consumers are not buying them in large numbers since prices are high and it is the price that drives the adoption of AIOs,” Mr Vishal Tripathi, Principal Research Analyst at Gartner, told Business Line.







More portable
All-in-one computers are desktop computers that combine the CPU and speaker into the same case as the monitor and are more portable than conventional desktops. Some brands offer AIOs with touch-screen features, and AIO prices range from Rs 17,000 to Rs 49,000 across brands. “We had initially thought that the consumer space would come up but we have been noticing that commercial organisations have started asking for AIOs today,” MrShishirSingh, Director, Product Marketing, CSMB division, Dell India, told Business Line. According to him, commercial users are taking to AIOs now since they occupy lesser space than conventional desktops.






Within the commercial space, small and medium enterprises are the largest consumers, PC makers say, apart from large orders that the government places on companies. “We are seeing huge demand from small businesses like start-ups and restaurants,” Mr Singh pointed out. It was in this context that vendors such as HP have come up with AIOs dedicated to business use, according to Mr Meraj Ahmad, Country Category Manager - Commercial Business, Personal Systems Group, HP India. According to IDC India, by 2013, small form factor products such as the AIO have the potential to account for nearly 38 per cent of the overall desktop market.








Growing sales
Mr Rajesh Thadani, Director, Consumer Business Segment, Lenovo India, was also of the same view. “The category has been growing at 2.4 times from the previous year in the desktops segment, and while most sales happen in the consumer space, the commercial segment is growing now,” he said. Lenovo is also seeing a lot of sales in Tier 2/ Tier 3 markets, he added.

China search engine market hit 5.53 billion yuan


The size of China's search engine market hit 5.53 billion yuan ($877 million) in the first quarter of 2012, according to new statistics. The figure represents a 70.4 percent year-on-year increase, but a 4.7 percent decline compared to the last quarter of 2011, showed the statistics from Analysys International, a Beijing-based tech and internet information provider. Dong Xu, an analyst with the firm, attributed the quarter-on-quarter decline to the traditional seasonality of Internet use. Thanks to its good overall performance, however, the keyword section has attracted steady advertising budgets, Xinhua quoted Dong as saying. Keyword advertising also meets the needs of brand marketing with advertisers, who are gradually recognizing its promotional value. Therefore, China's search engine market will keep a stable development, he added.
